In a bid to curb on the commercialization of the education in Maharashtra, the state government is all set to make a provision not to increase the fee more than 15 percent of the existing fee of the school.
The government has planned to amend the Maharashtra Educational Institutions (Regulation of Fee) Act, 2011 in the budget session.
The State Education Department had appointed a committee under the chairmanship of retired justice V J Palshikar, six months ago to give the recommendations to resolve the disputes over arbitrarily fee hike by the school management. The committee on Thursday submitted its report to Education Minister Vinod Tawde.
Speaking with reporters at Bal Bhavan, Education Minister Vinod Tawde said that the government wants to eliminate the loot of the parents by the education institutions. At the same time, we will ensure that the education institutions shall not be hampered due to the illogical demands of the parents too.
He said that the present Act is toothless, hence we want to give more power to the parents and teachers association (PTA) so that injustice can be avoided.
According to present Act, in case the difference between the proposed fee hike and that approved by the PTA’s executive committee is over 15%, then the matter can be referred to the Divisional Fee Regulatory Committee (DFRC).
Tawde said that the number of the members in the PTA executive committee will be increased. 30 members will be now in the executive committee. Of these, two members of each standard from class one to class 10th and a teacher from class first to 10th.The proposed fee hike will be approved by the simple majority of the PTA executive committee. A video recording will be done of the meeting. In any case, the fee will not be increased more than 15 percent of the exiting fees of the school.
Education Department may bring an ordinance for the amendment if needed as the proposed amendment will have to bring into the force before commencing new academic year.
The committee has made around 212 suggestions for the amendment in the present Act.
An official said,”The government will study all the suggestions and will soon propose the amendment in the Act.”
